ANYBODY KNOW WHAT "TRANSMISSIONS" DOES????

okay~
so I decided that I wanted to find out what "transmissions" does.... and it doesn't show anything but static. I googled it and found that it was supposed to do /something/ but I can't get anything to work on it. I know that I can click on the numbers for the knob/ stations, the flashing numbers, and the to buttons marked with an "x" and a lightning bolt... but it won't do anything...
WHAT DOES IT DOOOOOOO?
